The LIFE-ENVIRONMENT Programme ‘MedClima’ concerns an initiative
taken by three Mediterannean cities (Municipality of Holargos - Greece,
Municipality of Palermo - Italy, Municipality of Slovenska Bistrica- Slovenia)
in the field of climate protection strategies. The Climate Alliance Organisation
of Austria will activate in the project and significantly contribute its
expertise and knowledge.
The main objectives of the project are:
- A climate protection network among Mediterranean cities.
- Design a simple CO2 emission assessment method, at a local authority
level.
- To formulate a checklist of climate protection measures at Mediterranean
local authorities.
- To formulate a common public awareness raising framework.
- To implement common measures in order to learn from each other.
- To develop a comprehensive guide on climate protection for
Mediterranean cities.
- To propose to EU and National Governments institutional changes.
Action phases:
The working phases of this network include:
PHASE 1: Report of current condition regarding CO2 emissions in
participating municipalities. Site visits of best practices take place in
Northern European cities (Austria, Denmark and Sweden).
PHASE 2: Creation of a rapid, simple method to estimate the CO2
emissions on a local authority level.
PHASE 3: Creation of a checklist for climate protection measures at local
authority level
PHASE 4: Parallel implementation of a common action plan for a number
of climate protection measures by all the partners. Implementation of a
public awareness framework campaign.
PHASE 5: Proposal for institutional arrangements to strengthen the role of
local authorities in Mediterannean and other EU countries.
The expected results from the project are:
- Close co-operation between Mediterranean local authorities, for climate
protection with potential for network expansion to other Mediterranean
cities.
- Production of a rapid CO2 emission assessment method accessible by
every Mediterranean municipality.
- Financial and social benefits, such as energy efficiency, local economic
development, exploitation of renewable energy, new jobs creation,
sustainable tourism.
- Strengthening local authorities' role towards climate protection in EU and
national action planning.
Developing an Action Plan for Climate Protection at Local Level in 3 Steps:
- Use the rapid CO2 emissions assessment method developed. The method is simple and easy-to-use; however, a manual with some instructions is provided.
- From a checklist, choose and implement the measures that best fit to your needs and characteristics.
- Monitor the effectiveness of the measures using the indicators developed.
